Mamlakatimiz tarixida ilk bor O'zbekiston ayol sudyalarning assotsiatsiyasi tashkil etilishi davlatimiz tomonidan xotin-qizlarning ijtimoiy faolligini oshirishga, gender tenglikka erishish masalalariga alohida e'tibor qaratilayotganlikning hosilalaridan biridir. Chunki bugungi kunda jamiyatning biror-bir jabhasini xotin-qizlarsiz tasavvur qilish qiyin. Odil sudlovni amalga oshirishda ham ayol sudyalarning hissasini inkor qilib bo'lmaydi.
O'zbekiston ayol sudyalari assotsiatsiyasi tashkil etilganiga ko'p vaqt o'tmagan bo'lsada, uning a'zolari faolligi kundan-kunga o'sib bormoqda. Bu borada mamlakatimizning xotin-qizlari va balog'atga yetmaganlar davlat va sud himoyasida bo'lishi zarur ekanligini yodda tutib, ayol sudyalar mahallalarda, o'quv muassasalari, korxona va tashkilotlarda ochiq muloqot, keng qamrovli uchrashuvlar o'tkazmoqda, O'zbekiston Respublikasi Prezidentining 2026 yil 3 martdagi "Ayollar va bolalar huquqlarining himoyasini kuchaytirish hamda ularga nisbatan tazyiq va zo'ravonlik holatlarining oldini olish bo'yicha qo'shimcha tashkiliy-huquqiy choralar to'g'risida"gi PF–33-son Farmoni mohiyatini tushuntirmoqda.
Shuningdek, aholining ijtimoiy himoyaga muhtoj, huquqlarini ro'yobga chiqarishga qiynalayotgan qatlam vakillari o'z manfaatlarini sud tartibida himoya qilishga erishishlari uchun tushuntirish ishlari olib borilmoqda.
Sud tizimida ayol sudyalarning sonini ko'paytirish, gender tenglikka yaqinlashish uchun bo'lajak huquqshunos qizlar o'rtasida sudyalik kasbini egallash juda yuksak sharaf va imkoniyat ekanligini ham Assotsiatsiya a'zolari targ'ib qilmoqda. Turli sohalarda mehnat qilayotgan halol, iqtidorli va faol huquqshunos ayollar ro'yxatini shakllantirish orqali ularni sudyalikka nomzodlar zahirasiga olish to'g'risida takliflar qiritishni maqsad qilganmiz.
Ma'lumki, respublikaning turli hududlarida yashovchi, oilasi va farzandlari bor, ayrim yosh huquqshunos ayollar sudya bo'lishni orzu qilsalar-da, Toshkent shahridagi Odil sudlov akademiyasiga kelib 6 oy tahsil olishi muammoli. Bunday ayollarimiz uchun Akademiyada masofaviy onlayn kasbiy qayta tayyorlash kurslarini tashkil etish haqida Odil sudlov akademiyasiga taklif kiritmoqchimiz.
Sudyalik lavozimiga yangi tayinlanganlarga kasbiy ko'nikmalarning shakllanishi, sudyalik odob-ahloq qoidalari singdirilishida ko'maklashib, bu borada yosh ayol sudyalarga tajribali ustozlarni biriktirish, o'quv mashg'ulotlari, seminar va konferensiyalar o'tkazilishi rejalashtirilmoqda.
Ayol sudyalar ish faoliyati va hayotida duch kelishi mumkin bo'lgan professional va ijtimoiy muammolarni, stressli holatlarni yengishi, ish va shaxsiy hayoti o'rtasidagi muvozanatni saqlashi uchun ham Assotsiatsiyamiz, albatta, psixologik va boshqa zarur yordam ko'rsatadi.
"Sud tizimida ayollar hissasini oshirish nafaqat xotin-qizlar huquqlarini himoya qilishda, balki mamlakatimizda qonun ustuvorligini mustahkamlashda va huquqiy davlat qurishda juda katta ahamiyatga ega."
O'zbekiston ayol sudyalar assotsiatsiyasi boshqa mamlakatlardagi ayol sudyalarning ilg'or tajribasini ham o'rganib, halqaro hamkorlikni mustahkamlamoqda. 2026 yil 24 aprel kuni Xalqaro ayol sudyalari assotsiatsiyasi tomonidan sud tizimida gender tenglikka erishish mavzusida onlayn videoaloqa orqali tashkil etilgan Konferensiyada ishtirok etib, O'zbekiston ayol sudyalari assotsiatsiyasi tashkil etilganligini va uning faoliyati yo'nalishlarini jahonning boshqa ko'plab mamlakatlardagi ayol sudyalar assotsiatsiyalariga tanitdik.
Assotsiatsiyaning oldiga qo'yilgan vazifalar, albatta, barcha ayol sudyalarimizning faol ishtiroki bilan amalga oshirilmoqda. Bu o'rinda yodimizda tutish zarurki, sud tizimida ayollar hissasini oshirish nafaqat xotin-qizlar huquqlarini himoya qilishda, balki mamlakatimizda qonun ustuvorligini mustahkamlashda va huquqiy davlat qurishda juda katta ahamiyatga ega.
Создание Ассоциации женщин-судей Узбекистана, впервые в истории нашей страны, является одним из результатов особого внимания государства к повышению социальной активности женщин и достижению гендерного равенства. Ведь сегодня сложно представить какую-либо сферу общества без участия женщин. Невозможно отрицать и вклад женщин-судей в осуществление правосудия.
Несмотря на то, что с момента создания Ассоциации женщин-судей Узбекистана прошло немного времени, активность её членов растёт с каждым днём. Помня о необходимости обеспечения государственной и судебной защиты женщин и несовершеннолетних нашей страны, женщины-судьи проводят открытые диалоги и широкомасштабные встречи в махаллях, учебных заведениях, на предприятиях и в организациях, разъясняя суть Указа Президента Республики Узбекистан № ПФ–33 от 3 марта 2026 года «О дополнительных организационно-правовых мерах по усилению защиты прав женщин и детей, а также предотвращению случаев давления и насилия в отношении них».
Также проводится разъяснительная работа для того, чтобы представители слоёв населения, нуждающихся в социальной защите и испытывающих трудности в реализации своих прав, могли добиться защиты своих интересов в судебном порядке.
Члены Ассоциации также продвигают среди будущих юристок идею о том, что профессия судьи — это высокая честь и возможность, для увеличения числа женщин-судей в судебной системе и приближения к гендерному равенству. Мы поставили перед собой цель — формируя список честных, талантливых и активных женщин-юристов, работающих в различных сферах, вносить предложения о включении их в кадровый резерв на должности судей.
Известно, что некоторые молодые юристки, проживающие в различных регионах республики, имеющие семью и детей, мечтая стать судьями, испытывают сложности с прохождением 6-месячного обучения в Академии правосудия в Ташкенте. Для таких женщин мы планируем внести в Академию правосудия предложение об организации дистанционных онлайн-курсов профессиональной переподготовки.
Для вновь назначенных на должность судьи планируется содействие в формировании профессиональных навыков и усвоении правил судейской этики — закрепление за молодыми женщинами-судьями опытных наставников, проведение учебных занятий, семинаров и конференций.
Наша Ассоциация, безусловно, оказывает психологическую и иную необходимую помощь женщинам-судьям для преодоления профессиональных и социальных проблем, стрессовых ситуаций, с которыми они могут столкнуться в работе и жизни, а также для сохранения баланса между работой и личной жизнью.

Ассоциация женщин-судей Узбекистана изучает передовой опыт женщин-судей других стран и укрепляет международное сотрудничество. 24 апреля 2026 года, приняв участие в Конференции, организованной Международной ассоциацией женщин-судей по теме достижения гендерного равенства в судебной системе посредством онлайн-видеосвязи, мы представили факт создания Ассоциации женщин-судей Узбекистана и направления её деятельности ассоциациям женщин-судей многих других стран мира.
Поставленные перед Ассоциацией задачи, безусловно, выполняются при активном участии всех наших женщин-судей. При этом необходимо помнить: увеличение вклада женщин в судебную систему имеет огромное значение не только для защиты прав женщин, но и для укрепления верховенства закона и построения правового государства в нашей стране.
The establishment of the Association of Women Judges of Uzbekistan — for the first time in the history of our country — is one of the outcomes of the particular attention paid by the State to strengthening the social activity of women and advancing gender equality. Today it is difficult to imagine any sphere of society without the participation of women. Nor can the contribution of women judges to the administration of justice be denied.
Although only a short time has passed since the Association of Women Judges of Uzbekistan was established, the activity of its members is growing day by day. Mindful of the need to ensure the protection of women and minors by the State and the courts, women judges hold open dialogues and wide-ranging meetings in Mahallas, educational institutions, enterprises and organisations, explaining the substance of the Decree of the President of the Republic of Uzbekistan No. PD–33 of 3 March 2026 "On additional organisational and legal measures to strengthen the protection of the rights of women and children and to prevent cases of pressure and violence against them".
Explanatory work is also carried out so that representatives of population groups in need of social protection, who face difficulties in exercising their rights, can secure the protection of their interests through the courts.
Members of the Association also promote, among future women lawyers, the idea that the profession of judge is a high honour and an opportunity — with a view to increasing the number of women judges in the judicial system and advancing towards gender equality. We have set ourselves the goal of compiling a list of honest, talented and active women lawyers working in various fields, in order to submit proposals for including them in the personnel reserve for judicial positions.
It is known that some young women lawyers, living in different regions of the republic and having families and children, dream of becoming judges yet find it difficult to undertake the six-month course of study at the Academy of Justice in Tashkent. For such women, we intend to put forward to the Academy of Justice a proposal to organise distance online professional retraining courses.
For those newly appointed to the position of judge, support is planned in the formation of professional skills and the assimilation of the rules of judicial ethics — through assigning experienced mentors to young women judges, and holding training sessions, seminars and conferences.
Our Association will, of course, provide psychological and other necessary assistance to women judges in order to help them overcome the professional and social problems and stressful situations they may face in their work and lives, and to maintain a balance between work and personal life.

The Association of Women Judges of Uzbekistan also studies the advanced experience of women judges in other countries and is strengthening international cooperation. On 24 April 2026, taking part in the Conference organised by the International Association of Women Judges on the topic of achieving gender equality in the judicial system through online video communication, we presented the establishment of the Association of Women Judges of Uzbekistan and the directions of its work to women judges' associations in many other countries of the world.
The tasks set before the Association are, of course, being carried out through the active participation of all our women judges. In this regard, it must be remembered: increasing the contribution of women to the judicial system is of immense importance not only for the protection of women's rights, but also for strengthening the rule of law and building a law-governed State in our country.
